State budget negotiations are now underway, with an April 1 deadline. Since Gov. Kathy Hochul’s advantage is at a maximum in the talks that result in the “Big Ugly” set of bills, New Yorkers need her to insist on a measure that properly fixes the state’s disastrous bail reforms, once and for all.
